Medical Operations Director
Reports to: Chief Medical Officer
Status: Salary Exempt

POSITION SUMMARY:
The Medical Operations Director works closely with the Chief Medical Officer and Director of Psychiatric Services to provide vision, implementation, and ongoing leadership for all medical programs at Fora Health. Specifically, the MOD works with the CMO and DPS to identify the most pressing physical and mental health needs of our patient population and build services that best meet these needs. Additionally, the MOD works with the CMO and CFO to streamline budget and identify areas for growth and consolidation. The MOD collaborates internally with other Fora department leadership and externally with community partners to ensure that medical programs are well integrated with the common services and resources utilized by our patients. The MOD leads the Medical Department in developing organized, efficient, innovative systems that support staff and patients in the delivery of compassionate, patient-focused, evidence-based care. Given the scope of this role, experience in overseeing programs and managing teams is essential. The MOD will provide leadership in a dynamic healthcare environment.
ESSENTIAL JOB FUNCTIONS:
- Provides supervision & guidance to Medical Operations and Administrative staff
- Leads medical operations meetings
- Creates and updates all policies & procedures related to medical program operations
- Develop and tracks metrics related to new programming and initiatives
- Works with Fora Quality Improvement Department to ensure all medical programs meet OAR, CARF and DEA compliance standards
- Leads & coordinates medical department in all expansion & development projects such as new EMR launch, Fora’s new facility in Clackamas County, and innovation and growth in physical health services.
- Collaborates with Fora Director of Access to develop additional internal & external referral pathways to and from all medical programs
- Networks and problem-solves with CCOs and community partners, such as OHSU IMPACT teams, Methadone clinics, CCC Recuperative Care Program, local emergency departments, and psychiatric stabilization services to enhance and develop new systems and pathways of care.
- Participates in advocacy and community education, supporting Fora’s role as a leader in the field of Addiction Medicine
- Supervises medical operational and administrative staff
- Special projects and other duties as assigned
- Master’s degree in social work or public health or other combination of education, experience and training that provided the opportunity to manage operations within and between complex behavioral or physical health systems
- Minimum of three years’ work experience in healthcare disciplines, including but not limited to care coordination, case management, community mental health, chronic illness, patient education and complex social issues; other relevant experience, including working with an underserved population
- Experience in strategic planning and execution
- Experience in medical, mental health or public health program development and management
- Ability to work effectively, both independently and collaboratively as required.
- Ability to provide leadership to staff and to build the trust and respect of patients, staff, colleagues, community partners and other leadership staff.
- Excellent problem-solving skills, including creativity, resourcefulness, timeliness and technical knowledge related to analysis and resolution of clinical and administrative problems.
- Excellent emotional coping skills, adequate to confront difficult emotional situations and the emotional response of others.
- Ability to motivate staff and promote team building.
- Understands and is committed to maintaining the highest level of confidentiality.
- Excellent written and verbal communication skills.
- Knowledge of areas related to agency licensing and operations.
- Must be able to work in a Labor/Management Partnership environment.
- Demonstrates flexibility regarding job duties and assignments.
- Understand the effects of trauma on health, coping, and other aspects of the lives of those we serve.
- Familiarity with Oregon Medicaid structure and programs helpful
- DHS Background Check Approval
- Successful completion of Drug Test upon hire
- Documentation of Tuberculin test and/or evaluation with negative results or evidence of non-communicability
- This position generally works in an indoor office environment with periodic travel between sites or special events.
- Possible exposure to communicable diseases which can encompass a variety of illnesses and infections, including tuberculosis, Hepatitis A, B, and C, and HIV.
- Possible exposure to upset, angry, severely traumatized or emotionally disturbed adults, adolescents, and families.
- Position might require overtime, but not consistently. Adjustment of work schedule may be required.
- Shift work may include day, swing and graveyard hours. Shifts may also be scheduled on weekends and holidays.
- Exposure to potentially hazardous cleaning chemicals, body fluids, sharps equipment and medication; personal protective equipment provided.
